The Empire Zones Program
is one of the most effective, innovative
and widely recognized economic development
programs in the country. The Program was
created to make New York State more competitive
and stimulate economic growth through a
variety of State tax incentives designed
to attract new businesses to New York and
to enable existing businesses to expand
and create more jobs. Today, there are more
than 9,500 certified businesses employing
more than 380,000 people in Empire Zones
statewide.
In Rockland County,
Rockland Economic Development Corporation
(REDC) administers the Program in partnership
with Empire State Development (ESD), New
York State's economic development agency,
and the State Departments of Labor and Taxation
and Finance.

The proposed structure for the administration
of the Rockland County Empire Zone was established
in County of Rockland Local Law No. 11 of
2005, adopted September 7, 2005 by the Rockland
County Legislature. The local law provides
for the designation of the Zone Certification
Officer as the Rockland County Commissioner
of Finance, the establishment of the Zone
Administrative Board, and REDC as the Zone
Administrative Entity.

This will allow all local economic development
activities to be coordinated by one entity.
The REDC was established as a 501(c)(3)
local development corporation in 1987.

The Zone Coordinator oversees the day-to-day
activities and is responsible for coordinating
the tasks necessary to develop, promote,
and achieve the business development, job
creation, and human resource objectives
of the zone, and implementing the activities
and programs developed and approved by the
Zone Administrative Board (ZAB).

- The Technical Advisor works directly with
businesses in facilitating the application
and certification process of the Program.
This person confirms that application documents
are accurate and complete upon formal submission
to the Zone Coordinator and provides technical
support for the ongoing implementation and
operations of the Program.

- The Rockland County Commissioner of Finance
serves as the Rockland County Empire Zone
Certification Officer. This position is
responsible for certifying, jointly with
the New York State Commissioner of Economic
Development and the New York State Commissioner
of Labor, that any business applying for
Empire Zone certification is located within
the boundaries of the Empire Zone and is
eligible to apply for tax benefits available
through the Empire Zone Program referred
to in Section 966 of the General Municipal
law, and any other applicable statutes.
As required, the Certifying Officer will
not serve as a member of the ZAB.

The ZAB is an 11-member board appointed
by the Rockland County Executive and approved
by the Rockland County Legislature. The
ZAB is responsible for all tasks outlined
in Zone legislation, including the development
of short- and long-term goals and objectives
for Zone activities, as well as staff oversight
and measures related to furthering the effectiveness
of the Zone Program. The ZAB is part of
the certification approval process and is
responsible for ensuring that an annual
report on Zone activities is filed with
the appropriate state agencies.
